RE: CONSTRUCTION SECTOR - ATTACK ON NATIONAL AGREEMENTS AND INDUSTRY SKILLS BY EIGHT MAJOR EMPLOYERS
I write to you as a constituent who is employed within the Construction Sector.
My Union, Unite has recently launched a campaign within Construction to support the retention of skilled workers in the industry.
There are currently eight major employers within my industry who are intent on withdrawing from the following National Agreements:
- JIB (Joint Industry Board for the Electrical Contracting Industry)
- SJIB (Scottish Joint Industry Board for the Electrical Contracting Industry)
- JIB-PMES (Joint Industry Board for Plumbing Mechanical Engineering Services in England and Wales)
- SNIJIB (Scottish and Northern Ireland Joint Industry Board for the Plumbing Industry)
- HVAC (National Agreement for the Heating, Ventilating, Air Conditioning, Piping and Domestic Engineering Industry)
- MPA (Major Projects Agreement)
The eight major employers are:
- Balfour Beatty Engineering Services Limited
- N G Bailey Building Services
- Crown House Technologies
- Gratte Brothers
- MJN Colston Limited
- Spie Matthew Hall
- Shepherd Engineering Services (SES)
- T.Clarke PLC
These employers are attempting to force skilled craftsmen onto new contracts, with reduced terms and conditions of employment. These contracts are an attempt to de-skill our industry and reduce training requirements with a potential disastrous effect on site/project Health & Safety.
Our skilled craftsmen are currently trained to NVQ level 3 and if these rogue employers are allowed to continue unchecked they will reduce training to NVQ level 2.
These employers are also intent on using unskilled labour to carry out electrical, plumbing and heating & ventilation within projects including schools, power generation (both carbon and nuclear) which we believe will have serious implications for your constituents should their changes go through.
I request that you, as my local MP, raise this matter urgently with the UK Parliament as a matter of priority to demand that these employers tear up their proposals.
I would also request that you ensure that all procurement policies include clear requirements for appropriately skilled craftsmen to carry out this safety critical work, as are already contained within out existing National Agreements.
